While exporting goods from Ukraine it is necessary to confirm the country of their origin. For this purpose there is a Certificate of Origin - the document of the set form which confirms that exported goods have been fully produced or have been subjected to sufficient processing in Ukraine.

The basis for the issuing of the Certificate is the application-declaration of the customer. Customers can be subjects of foreign trade activities - legal and physical persons. Documents which confirm origin of the goods and the fact of export must be submitted together with the application-declaration.

10 forms of Certificates of an origin are issued. The form of the certificate depends upon nature and purposes of the goods for export (code under Foreign Economic Activity Commodity Classification), countries of import, and also conditions of interstate trading agreements:
Preferential certificates are of the greatest interest for exporters. These documents exempt exported goods from the customs duties (partially or completely), that provides them with the preferable access on the market.

Registration of certificates of an origin is carried out on the basis of the Law of Ukraine “On Chambers of Commerce and Industry in Ukraine” ¹ 671/97-ÂÐ from 02.12.97 and Cabinet of Ministers of Ukraine Decree '' On Assignment of Chamber of Commerce and Industry to be Authorized Body on issuing of Certificates of the goods origin” ¹ 255 from 25.02.03.
Issuance of Certificates of Origin on the goods which are exported from the Chernihiv region is carried out by experts of the Certification Department of CRCCI in Chernihiv, and also there are branches of the Chamber in Pryluky, Nizhyn, Shchors, Bakhmach, Novhorod-Siverskyj and on customs transition Senkivka (round the clock).

Certificates are registered on a paid basis according to the blanket tariffs affirmed according to the Cabinet of Ministers of Ukraine Decree.
The average price makes 124,20 UAH (for urgent registration - 186,30 UAH).

The forms of Certificates issued by CRCCI:

Form A Certificate - uniform model of the Certificate of Origin within the limits of the General System of Preferences developed by CNUCED (Conference of the United Nations Organization on commerce and development). Form A Certificate is issued for the goods falling under a preferred treatment given to the Ukrainian goods by the EU countries, Japan, Turkey.

Certificate for Textiles - confirms an origin of the Ukrainian textile goods falling under the Agreement between EU and Ukraine about trade of some kinds of textile production.

ECSC certificate for metal products - is issued for the Ukrainian metal products which are exported only to the EU countries, according to a bilateral agreement between Ukraine and the European Community on coal and steel.

Form CT-1 certificate - the preferential document which is issued at export of the Ukrainian goods to the CIS countries within the limits of the Agreement with them.

Form EUR-1 preferential certificate for the goods exported to the Republic of Macedonia under the Agreement on free trade between Ukraine and the Republic of Macedonia.

Form ANNEX III preferential certificate for the goods exported to the Mexican United States.

Form U-1 certificate - is used for the goods of the Ukrainian origin addressing in a local market of Ukraine.

Certificate of the general form in English – is issued for the Ukrainian goods which are not covered by the international agreements, and also in cases of absence of preferential privileges for these goods.

Certificate of origin of services - the document which proves the Ukrainian origin of the services which are carried out by the resident of Ukraine in customs territory of Ukraine or behind its limits.

System GS1 - an original collection of means, correct using of which allows the enterprise to automate most effectively productions, to organize supply of production, to realize electronic business dialogue with all business partners.

Standards GS1 are widely applied in the diverse spheres of human activity. Without the international system of bar-coding and electronic business dialogue it is impossible to imagine modern trade, supply and commodity manufacture.

Users of system GS1 are over 900000 enterprises all over the world. The organizer of system GS1 is the International Association of Commodity Numbering GS1 International. At a national level system GS1 is administered by national organizations GS1 which are members of GS1 International. Today members of GS1 International are 99 National organizations GS1 which represent 100 countries of the world.

GS1 Ukraine
Association of Commodity Numbering of Ukraine “GS1 Ukraine" is a self-governing noncommercial nongovernmental organization. The association is founded in September, 1994 under the initiative of the Union of economists of Ukraine, at support of the Government, the ministries, departments and the organizations.

The purpose of activity of Association is introduction in Ukraine the world diversified system of identification and bar coding which is based on international standards GS1.

According to norms of the International Association of Commodity Numbering GS1 International the enterprises, which wish to apply bar codes and other standard means of system GS1, should be members of national organization GS1. "GS1 Ukraine" unites over three thousand Ukrainian commodity producers, distributors, trading organizations, private businessmen.

Bar codes
Bar code represents sequence of strokes and intervals of the certain size by means of which numerals, letters and other symbols are coded. It is possible to read the information coded in a bar code automatically by means of special devices-scanners of a bar code. For today bar codes are the most widespread carriers of the data intended for automated reading.

Each bar code is under construction by standard rules. Set of such rules are named the bar coding symbolic. Bar coding symbolic provides the certain rules of coding of each symbol (numeral, letter, mark), has the certain requirements for printing and reading of bar marks.

Chernihiv regional center of Association "GS1 Ukraine"
The Regional center of bar coding has opened on 6th of March 1997 in the Chernihiv Chamber of Commerce and Industry. Association GS1 - Ukraine and Chernihiv RCCI have signed the contract about granting to chamber of the status and powers of the Regional center.

For receiving a bar-code on production it is necessary to address in CRCCI for the essential information. After performance of the certain conditions the customer receives the certificate with an identification code in system GS1.

Expert’s examination – expert’s research on the basis of special knowledge of material objects, phenomena and processes containing information which is necessary for clients.
Examination is carried out by request of juridical and physical persons for the purpose of:
- reception of necessary evidence in court;
- adjustment of civil disputes;
- protection of consumers of the goods and services;
- protection of interests of owners of vehicles, real estate and lands.

The department of expert’s examination works about 40 years (it is the basis of the Chamber of commerce and industry) and renders more than 30 kinds of services. Owing to highly professional work the reputation of the effective, respectable, competent partner was gained. Certificates of expert’s examinations carried out by experts of the department, are recognized in all courts and state bodies.
Experts have appropriate certificates of the Ministry of Justice of Ukraine and certificates of State Property Fund of Ukraine. Kinds of expert’s examinations (researches, estimations):

Building-technical expertise is necessary:
- For real estate division between proprietors;

- For appraisement of repair works at damage made to buildings, constructions;
- For determination of a current engineering status of buildings and constructions.

Economic expert’s examination is carried out in such questions:
- Abuse of tax laws, legislation on remuneration of labour and the pension legislation;
- Determination and documenting of size of losses and material damage caused because of shortage inventory holdings and cash resources, agreement default, idle time, property loss or damage, force-majeur circumstances;
- Substantiations of economic practicability of drawing up and use of credits and loans, target use of budgetary funds;
- Calculation of the size of average earnings and indemnification for delay in wages payment;
- Documentary substantiation of calculation of participant property part at output from the structure of founders.

Expertise of goods is necessary for:
- Determinations of qualitative changes of goods and the reasons of these changes (whether they have manufacturing defect, or have arisen during transportation, storage, in process of service);
- Valuation of commodity output, including taking into consideration partial loss of its commercial qualities because of service wear and damages as a result of external factors influence;
